Zapora powstawała w latach 1977−1990. W wyniku spiętrzenia wody zaporą ziemną zbudowaną w przewężeniu doliny w 367,38 kilometrze biegu rzeki w rejonie Łuka i Rybaki powstał sztuczny zbiornik Siemianówka. Jest to trzeci co do wielkości sztuczny zbiornik wodny na terenie Polski o powierzchni ponad 32km/2. Po zamknięciu tamy zbiornik napełniał się 5 lat a ostateczny poziom wody wynoszący około 7m został osiągnięty w 1993 roku i jest ewidentnie niższy od projektowanego.
